Facilities

The Mist Underground Natural Gas Storage Facility consists of underground natural gas storage reservoirs, compressor stations, gathering pipelines, operations and maintenance facilities, and a gas transmission pipeline. The permitted storage area is approximately 5,472 acres and has a permitted daily natural gas throughput of 635 million standard cubic feet.
Operating/Under Review. ​

On March 15, 2024, the Department received a preliminary Request for Amendment 13 (pRFA13). In the pRFA13, the certificate holder requests Council approval to construct and operate pipelines at four undeveloped reservoirs; three new natural-gas fired compressors; two replacement natural-gas fired compressors; underground collector line; control and operations building; three temporary laydown areas and one permanent laydown/storage area. The certificate holder submitted a complete Request for Amendment 13 (RFA13) on August 9, 2024. The Department issued a Draft Proposed Order (DPO) and Public Notice requesting public comment on RFA13 and the DPO on August 15, 2024. The public comment period on RFA13 and the DPO extended from August 15, 2024 through September 19, 2024. A Public Hearing was held in Clatskanie, Oregon and virtually on September 19, 2024. The Public Comment Period closed at the end of the public hearing on September 19, 2024. Council reviewed the DPO at the October 25, 2024 EFSC meeting.

On November 21, 2024 the Department issued the Proposed Order. On the same date the Department issued a Public Notice of the Proposed Order and Opportunity to Request a Contested Case. These documents are available below.

The Proposed Order includes changes from the DPO based on comments received during the DPO comment period, certificate holder responses to comments, and Council's review of the DPO. All changes from the DPO to Proposed Order are presented in “red-line" format to track the changes. The Proposed Order recommends Council approve the request and grant issuance of an amended site certificate, subject to conditions recommended in the Proposed Order.

Only those who commented on the record of the DPO can request a Contested Case. The deadline to request a Contested Case is December 21, 2024 at 5 p.m. Pacific Time. Details on how to request a contested case are in the Public Notice.

Council will review the Proposed Order and any requests for a Contested Case at a future EFSC meeting in 2025.
