Site Description:
The Obsidian Solar Center is an approved, not yet constructed 400 megawatt (MW) solar photovoltaic (PV) energy generation facility with related or supporting facilities including a 50 MW battery energy storage system. The site boundary includes 4,091 acres (6.4 sq. miles).
Status:

Approved. On November 20, 2024, the Department received preliminary Request for Amendment 2 (pRFA2). In pRFA2, the certificate holder requests Council approval to extend the construction commencement deadline by 3 years, from February 25, 2025 to February 25, 2028. The request would also extend the completion deadline, which is established as three years from the commencement date. The certificate holder included a request that pRFA2 be reviewed through the Council's Type B review process (Type B Review Amendment Determination Request [ADR]).

On November 27, 2024, the Department issued a Public Notice of receipt of pRFA2, and its availability on the Department's project webpage below. The Public Notice, pRFA2, and Type B Review ADR are available in the Timeline below.

The Department is reviewing pRFA2 and the Type B Review ADR and coordinating with reviewing agencies. Following review, the Department will issue a determination on the Type B Review ADR and will make an announcement at the following Council meeting.
