The Buckley Solar Facility is a proposed 1,200-megawatt (MW) solar photovoltaic (PV) power generation facility, with related and supporting facilities including a 1,200 MW battery energy storage system with up to 4 hours of discharge capacity. The proposed site includes approximately 7,852 acres (12.3 sq. miles) of privately owned land zoned F-1 (Exclusive Farm Use) in Sherman County.

Under Review/Proposed. On August 16, 2024, the Oregon Department of Energy (ODOE or Department) received a Notice of Intent (NOI) to File an Application for a Site Certificate (ASC) for the Buckley Solar Facility (proposed facility). Public Notice of the NOI was issued on September 10, 2024.

On October 1, 2024, the Department hosted a public informational meeting on the NOI in Grass Valley, Oregon to provide an additional opportunity for the public to provide comments and ask ODOE and the applicant questions about the proposed facility and review process.

On January 26, 2024, the Department issued a Project Order establishing the statutes, administrative rules, Council standards, local ordinances, and other requirements for the site certificate application. The applicant has indicated that they intend to submit a preliminary application for site certificate in May 2025. The NOI will expire on August 16, 2026, unless an extension is granted by the Council.
