Facilities

The Muddy Creek Energy Park is a proposed solar photovoltaic energy generation facility with a generating capacity of approximately 199 megawatts (MW). The facility would be located within a site boundary of approximately 1,588 acres of private land zoned for Exclusive Farm Use (EFU) in Linn County, Oregon. In addition to the proposed solar photovoltaic arrays, the facility would include an up to 199 MW battery energy storage system; a collector substation; power collection system; approximately 0.5 mile overhead 230 kV transmission line; point of interconnection (POI); perimeter fencing, access roads, and staging areas.
Under Review. On May 19, 2023, the Oregon Department of Energy (ODOE or Department) received a Notice of Intent to File an Application for a Site Certificate for the Muddy Creek Energy Park (proposed facility).

The Department held a public informational meeting at Brownsville City Hall on the Notice of Intent on July 25, 2023. The meeting provided an opportunity for in-person and remote participation.

Meeting Materials
On October 6, 2023, the Department issued a Project Order establishing the statutes, administrative rules, council standards, local ordinances, and other requirements for the site certificate application.
