Daybreak Solar Project is an approved solar photovoltaic energy generation facility, which could occupy or use up to 1,817 acres (2.8 sq. miles), with a nominal generating capacity of approximately 140 megawatts alternating current (MWac). Approved related or supporting facilities that would be shared with two adjacent facilities include a 100 MW battery storage system, collector substation, operations and maintenance building, and an approximately 11 mile, 230 kilovolt transmission line. The facility site boundary includes approximately 10,640 acres. | Approved/Under Construction. The facility is under construction and includes 140 MW of solar photovoltaic energy generation components and related or supporting facilities. The deadline to complete construction is April 24, 2026.
On October 17, 2024, the certificate holder submitted an Amendment Determination Request (ADR) pursuant to OAR 345-027-0357 requesting a written determination from the Oregon Department of Energy on whether a proposed change necessitates review through the site certificate amendment process. The proposed change includes a tax equity, sale-leaseback transaction with certificate holder and a national financial institution (“Bank") under which the Bank would acquire legal title to certain facility equipment as personal property and simultaneously lease the same equipment back to the certificate holder under a long-term lease (the “leaseback"). Following review of the ADR, the Department will issue a written determination, to be provided on this project webpage below, and announced at a subsequent Council meeting.On November 20, 2024, the Department issued a written determination confirming that, based on review of the “three coulds” under OAR 345-027-0350, the changes proposed would not require review through the site certificate amendment process. | | Applicant/Certificate holder:

On November 19, 2021, the Energy Facility Siting Council approved a Request for Amendment 1 of the Bakeoven Solar Project site certificate, which authorized allocation of previously approved facility components into an amended and two original site certificates for Bakeoven Solar Project, Day Break Solar Project, and Sunset Solar Project, respectively. All three approved facilities now have separate site certificates and certificate holders, yet all share the related or supporting facilities originally approved in the Bakeoven Solar Project Final Order on ASC.
