Operating. The certificate holder is in the process of completing pre-repower requirements, and plans to commence repowering by early March, pending the Department's concurrence on pre-repower compliance.
On December 12, 2024, the certificate holder submitted an Amendment Determination Request (ADR) pursuant to OAR 345-027-0357 requesting a written determination from the Oregon Department of Energy on whether a proposed change necessitates review through the site certificate amendment process. The ADR evaluates three proposed changes: change in crane walk disturbance footprint; clarification/expansion of the decommissioning disturbance area for two wind turbines; and expansion of a storage yard area at the existing O&M building. On January 30, 2025, the Department issued a written determination confirming that, based on review of the “three coulds" under OAR 345-027-0350(4), the changes proposed would not require review through the site certificate amendment process. On June 21, 2013, the Energy Facility Siting Council approved Request for Amendment 2 of the Leaning Juniper Wind Power facility site certificate, which authorized allocation of previously approved facility components into two original site certificates for the Leaning Juniper IIA Wind Power Facility and the Leaning Juniper IIB Wind Power Facility.
