The State Performance Plan (SPP) represents the Oregon Department of Education's (ODE) plan for improving equity, inclusion, and results for children experiencing disability who receive support through Individualized Education Programs (IEPs) or Individualized Family Service Plans (IFSPs) in Oregon. ODE will focus its work on activities related to the indicators in the SPP to improve results for children experiencing disabilities.
During the 2021-22 school year, ODE is writing the six-year plan for Oregon’s students served by IEPs and IFSPs – but, it’s everybody’s plan, and we’re looking for input from YOU.
Are you interested in just one part of early intervention or special education? All of it? We want to hear from you! Please click on a topic, below, to learn more and to share your thoughts. Comments due by December 17, 2021.

Input sessions are framed around four essential questions:
- How well is Oregon preparing learners with IEPs for life after high school?
- Are Oregon learners with IEPs and IFSPs learning in the same spaces as their peers?
- How engaged are Oregon families in the learning of their children with IEPs and IFSPs?
- How are Oregon learners with IEPs and IFSPs performing in key areas?
This table shows the correspondence between essential questions and specific SPP Indicators. Clicking on the question will take you to more information.
