ESSER III District Supplemental Plans

The ARP Act requires each district to submit two supplemental plans as part of their ESSER III grant:

  • ESSER III District Plan and
  • School-level Communicable Disease Management Plan, formerly the School-Level COVID-19 Management Plan.

ESSER III District Plan

Districts are required to continuously update their ESSER III Integrated Planning Tools (IPTs) as they plan and invest in activities to support students and staff. Keeping these plans up to date is a great way to ensure that ODE, your school board, and the community know the district’s plans for these funds. Please note that any updates to the IPT must include plans to spend at least 20% of the ESSER III funds on a district’s unfinished learning activities

Expenses towards textbooks, library books/materials, technology replacements/updates, early learning supplies, assistive technology products (hearing aids, screen readers, OT desks, etc.), consumable supplies and materials for classrooms, expenses on counseling centers, calming centers, health centers and after school programs, enrichment materials, Positive Behavioral Interventions and Supports (PBIS) incentives, and FTE for staff could all be utilized as part of a district’s plan to address unfinished learning. When district IPTs are updated – please post the updated version to the Final Year Submitted ESSER III IPTs Folder here and to your district’s website.

Additional Information About ESSER III Plans

2023-24 School-Level Communicable Disease Management Plan

Assurances regarding readiness of schools to respond to communicable diseases during the 2023-24 school year are due August 25, 2023 or prior to the start of the school year, whichever comes first.

To see what's changed from the 2022-23 school year to the 2023-24 school year, here you will find the Instructions and Tools and the Plan Template with green text to indicate the shift from a School-Level COVID-19 Management Plan to the School-Level Communicable Disease Management Plan.

The School-level Communicable Disease Management Plans:

  • Replace the required School-Level COVID-19 Management Plan from the 2022-23 School Year, the Safe Return to In-Person Instruction & Continuity of Services Plan from the 2021-22 School Year, and the Ready Schools, Safe Learners Operational Blueprint under Executive Order 21-06;
  • Fulfill the requirements of ESSER III;
  • Fulfill the requirements of the Oregon State Board of Education requirement (OAR 581-022-2220); and
  • Should be informed by the Communicable Disease Guidance for Schools document.

Because the School-level Communicable Disease Management Plans meet multiple requirements, both school districts and charter schools are required to complete them.
