The English Learner Outcomes Program (HB3499) identified 15 districts in 2021 that demonstrated challenges in serving students who are English learners. ODE provides 4 years of technical assistance and funding to implement system interventions for the improvement of outcomes for EL/ML students. Those four years will be completed as of 2025. As described in ORS 336.079(5)(e) and OAR 581-020-0621, if after four years of technical assistance and funding a district does not meet expected growth student progress indicators, the Agency will direct the district to expend funds under ORS 327.013(1)(c)(A)(II) (ELL weight) for up to three years. Districts that meet expected growth in both ratings of student progress indicators are reclassified out of Cohort 2.
