The purpose of Title II, Part A is to improve teacher and leader quality and focuses on preparing, training, and recruiting high-quality teachers and principals. The Title II-A program is designed, among other things, to provide students from families experiencing poverty and historically underserved students with greater access to effective educators.
Title II-A is based upon three important ideas:

Great teachers and principals matter. Improved outcomes for students require a diverse cohort of well-prepared educators.

Educators need intentional support. Systems of support across the career continuum are key to attracting, placing and retaining effective educators.

All students deserve equity of opportunity. Students from families experiencing poverty and historically underserved students must be provided with equal access to effective educators.
