Overview
This manual has been created to assist school districts and administrators in implementing the new method required by the federal government for collecting and reporting race and ethnicity information. There are various components of this new requirement that may be viewed as controversial. It is not the intent for this document or any professional development from anyone who participated in producing this document, to speak to underlying issues or have the ability to change any part of the federal mandate. This manual was created only to help districts with implementation of this new requirement. It is our hope that this resource is useful to your district.

Appendix B consists of a sample information only, explanatory page, an example of an actual district enrollment form, and Frequently Asked Questions that are intended to answer common questions that districts and schools may have. The FAQ’s from Appendix C & D are different and they may also be helpful; these could be added to Appendix B as needed.
Appendix C consists of documents that districts may use as templates for communicating the changes to parents, guardians, and students. See below for sample parent letters in Chinese, Russian, Somali, Spanish, and Vietnamese.
Appendix D consists of documents that districts may use as templates for communicating the changes to staff. Please note that these do not replace district human resources employment forms, but rather are intended to explain the new guidelines and inform respondents as to the outcomes of their choices. Districts will need to revise their own HR forms to align with the new requirements.
