Culturally Specific After School Learning (CSASL) Grants

The Oregon Department of Education's Office of Equity, Diversity, and Inclusion (OEDI) is pleased to announce the release of the 2022-2024 Culturally Specific After School Learning Program Grants. 

These funds have been provided by the Elementary and Secondary School Emergency Relief Fund III (ESSER III) State Set Aside Key Investments. 

This grant will provide opportunities for culturally affirming and enriching after school learning programs for students, including focal students. We seek to provide programming that is anchored in four (4) essential pillars of practice:

  1. Addressing unfinished learning through academic and mental health support
  2. Culturally afirrming practices, including cultural identity development
  3. Leadership and self-advocacy skills
  4. Giving back to the community

To be eligible for a grant under this RFA, Applicants must be either community-based organizations (CBOs), culturally specific organizations, school districts, charter schools, early learning hubs or early learning providers, Tribal governments, education service districts (ESDs), and post-secondary institutions of education or a partnership of these entities to offer culturally affirming and enriching after school learning opportunities for students, particularly focal students. 

Since participation in after school programming is voluntary, priority will be given to program who have demonstrated that they have a plan to explicitly recruit and retain one or more focal student groups. Please see the RFA for more information, including definition of terms.

​The term of each grant will expire on September 30, 2024. The amount of each grant is anticipated to be up to $750,000.00​ for the term of the grant.

  • ​February 21, 2023 - Informational Webinar
  • ​February 24, 2023 - Request for Clarification Due (by 5:00 p.m.)
  • March 10, 2023 - Applications Due (by 3:3​0 p.m.)
  • April 6, 2023 - Notice of Award (approximate)

ODE hosted a webinar for potential applicants on Tuesday, February 21, 2023, from 3:30-5:00 p.m. The purpose of the webinar is for potential applicants to learn about the RFA, application process, and evaluation criteria.

​ODE will be collecting questions regarding this RFA until 5:00 p.m. on February 24, 2023.​ After this date a document will be created that addresses and answers all questions submitted. The FAQ Document is available on Oregon Buys​.
