A Renewed Vision for Oregon’s Accountability System

This report presents a framework and recommendations for Oregon’s Superintendent of Public Instruction regarding the state’s education accountability system. Developed in response to House Bill 2656, the report and recommendations reflect the collaborative work of Oregon’s Accountability Advisory Committee and the Oregon Department of Education.


Oregon’s Accountability Framework

Fundamental to this framework are a set of shared values designed to ensure that our education system delivers on the promise of providing an exemplary education for all Oregon students. The framework is composed of three elements: Priorities for Student Success, Levers, and System Health Measurements, which, when taken together, create the opportunity to reimagine accountability in Oregon.


Letter to the House Bill 2656 Advisory Committee Members from Governor Tina Kotek

This letter conveys Governor Kotek's appreciation for the Advisory Committee and outlines the next steps for accountability in Oregon, jointly led by Governor Kotek and Dr. Williams.


Dr. Charlene Williams, ODE’s agency director, has made “Reimagining Oregon’s Accountability System" one of her first priorities. In collaboration with Governor Tina Kotek, they are working together to engage Oregonians in the following questions to support the development of a new framework for accountability in Oregon.

  • What does a truly excellent educational experience look like for Oregon students now and over the next decade?
  • Are school leaders and policy makers aligned to the right goals?
  • How do we know if Oregon’s schools are successful in these endeavors?
  • How does ODE best support working towards that success?

These important questions, and ones like them, have been raised by Oregon families, educators, students, school leaders, tribes, business leaders, and policy makers.

In the 2023 legislative session, House Bill 2656 was passed, calling for an advisory committee and recommendations to do just this kind of work.
