INCENTIVES

​​​​​​​​​​​​​​​​​​​​​​​​​ SB 1536​, passed by the Oregon Legislature in 2022, allocated $10 million to the Oregon Departm​ent of Energy to support heat pump installations in Oregon homes.
The Community Heat Pump Deployment Program provides grants to eligible entities to provide financial assistance for the purchase and installation of heat pumps and related upgrades to individuals who reside within the region or who are members of the tribe the entity has been awarded a grant for. Eligible entities are Oregon Tribes, local governments, local housing authorities, nonprofit organizations, coordinated care organizations, community action agencies, manufactured dwelling park nonprofits, and electric utilities. The grants may be allocated to one eligible entity for each region and one eligible entity for each federally recognized Indian tribe in Oregon. In 2023, ODOE identified initial awardees/regional administrators for six regions and one tribe. In 2024, ODOE identified regional administrators for the five remaining regions and two additional tribes.

As a result of Senate Bill 1525, grant funds not awarded by July 1, 2024 were moved to the Oregon Rental Home Heat Pump Program. The funds were reallocated for six tribes and remain available for use in rental housing occupied by members of those tribes.​​

​Community Heat Pump Deployment Program funds closed January 26, 2024. ​

The Department has grant funds available to recruit additional eligible​ Regional Administrators, which will each design a heat pump deployment program that will best serve their community and support heat pump installation. Eligible entities that want to serve as Regional Administrators m​ust demonstrate that they have the capacity to administer a grant program and that they serve or represent at least one environmental justice community within a region o​r members of a federally recognized Tribe.

  • Local governments as defined in ORS 174.116
  • Local housing authorities
  • Nonprofit organizations
  • Federally recognized Tribes in Oregon
  • Coordinated care organizations as defined in ORS 414.025
  • Community action agencies as described in ORS 458.505
  • Manufactured dwelling park nonprofit cooperatives as defined in ORS 62.803
