In 2022, Oregon’s legislature passed SB 1536 appropriating $10,000,000 to the Oregon Department of Energy to award grants to eligible entities for the purpose of providing financial assistance for the purchase and installation of heat pumps and related upgrades.
The Oregon Department of Energy filed final rules with the Secretary of State on August 5, 2024. The rulemaking adjusted annual reporting requirements for entities awarded a grant under the program, improved the clarity of the rules, and allowed for allocation of the entirety of the fund. Additionally, a rule was added that allows for an amendment to a performance agreement, which will allow for adaptability of the program, when necessary. The rulemaking went into effect August 6, 2024.
ODOE is accepting written comment on amendments to the administrative rules for the Community Heat Pump Deployment Program. The draft rules reflect changes initially proposed in April, 2024. The public comment period will close on July 22, 2024, at 5 p.m. Comments received after this date will not be considered in the rulemaking process.

The Oregon Department of Energy is seeking written comments on proposed amendments to the administrative rules for the Community Heat Pump Deployment Program. The proposed rule amendments reflect changes to the program made during the 2023 legislative session. The Department has also taken the opportunity to review the program and is considering additional amendments aimed at improving the program. Comments may be submitted by email to: community.heatpump@energy.oregon.gov

The Community Heat Pump Deployment Program provides grants to eligible entities to provide financial assistance for the purchase and installation of heat pumps and related upgrades. Financial assistance is available to individuals who reside within the region or who are members of the tribe the entity has been awarded a grant for.
The Oregon Department of Energy submitted final rules to the Secretary of State on February 13, 2023, to establish a Community Heat Pump Deployment Program. The permanent rules are effective as of February 13, 2023. This concludes the formal rulemaking process, which included a public hearing on January 5, 2023, and a public comment period which closed on January 6, 2023.
ODOE will hold a virtual rulemaking hearing to accept oral testimony on the draft rules for the Community Heat Pump Deployment Program, created by SB 1536.
