​ODOE is accepting written comment on amendments to the administrative rules for the Community Heat Pump Deployment Program. The draft rules reflect changes initially proposed in April, 2024. You can submit your comments by email or mail to the addresses listed below. The public comment period will close on July 22, 2024, at 5 p.m. Comments received after this date will not be considered in the rulemaking process.

30 Apr 2024ODOE Requests Comments on Proposed Rule Amendments for Community Heat Pump Deployment Program

The Oregon Department of Energy is seeking written comments on proposed amendments​ to the administrative rules for the Community Heat Pump Deployment Program. The proposed rule amendments reflect changes to the program made during the 2023 legislative session. The Department has also taken the opportunity to review the program and is considering additional amendments aimed at improving the program. Comments may be submitted by email to: community.heatpump@energy.oregon.gov

Written comments should be submitted by 5 p.m. on Friday May 17, 2024.

The Community Heat Pump Deployment Program provides grants to eligible entities to provide financial assistance for the purchase and installation of heat pumps and related upgrades. Financial assistance is available to individuals who reside within the region or who are members of the tribe the entity has been awarded a grant for.

13 Feb 2023ODOE Submits Final Rules for Community Heat Pump Deployment Program

​The Oregon Department of Energy submitted final rules to the Secretary of State on February 13, 2023, to establish a Community Heat Pump Deployment Program. The permanent rules are effective as of February 13, 2023. This concludes the formal rulemaking process, which included a public hearing on January 5, 2023, and a public comment period which closed on January 6, 2023.
