Who Tests and How Often?

Under Oregon Law (ORS 330.035), all students who are homeschooled are required to test at the end of grades 3, 5, 8, and 10, with two exceptions:

  1. Students participating in interscholastic activities are required to test annually
  2. Students with disabilities, and an IEP or a PDP that indicates methods other than testing should be used to indicate satisfactory progress
The cost of testing is the responsibility of the family.

Approved Tests

The State Board of Education approves tests for homeschooled students. Currently, the two latest versions of of the following tests are approved:

  • Iowa Tests of Basic Skills / Tests of Achievement and Proficiency
  • Stanford Achievement Test Battery
  • Terra Nova/CAT 3
Homeschooled students are required to test at the end of grades 3, 5, 8, and 10, unless participating in interscholastic activities, in which case testing is required annually. All testing must be completed by the August 15 deadline.

Approved Homeschool Testers

ODE maintains a list of homeschool testers that is updated every spring. Homeschool testers must be neutral (not related by blood or marriage to student), and they must meet one of the following criteria:

  1. Holds a current personnel service license or teaching license from the Oregon Teacher Standards and Practices Commission; or
  2. Has been licensed by the Oregon Board of Psychologist Examiners; or
  3. Has me the publisher’s qualifications for purchase, and has purchased at least one test from the tests listed; or
  4. Provides evidence of satisfactory completion of a graduate course in which test administration and interpretation is included in the objective; or
  5. Has previously qualified as a tester pursuant to paragraph (1)(i) of this rule, and has during the previous year administered at least one test from the list of tests.

Individuals who are approved to be homeschool testers should set their rates and coordinate with families regarding where tests will be administered. Testers will submit scores to the family; families will submit scores to their local ESD as requested.
