Oregon’s Framework for Comprehensive School Counseling Programs

 

Oregon’s Framework for Comprehensive School Counseling Programs has been developed to provide a coherent guide for school districts, linking school improvement efforts and the program goals and content. The Framework assists districts in evaluating current programs and organizing improvement efforts of their programs based upon research and best practices. Comprehensive school counseling programs serve an integral role in schools and are a required element of the district and school system, essential in achieving a common goal - the growth and development of each and every student in Oregon.

Through the knowledge and demonstration of educational systems, counseling theories, professional competencies and ethical standards, school counselors, school social workers and other counseling staff utilize these influences to drive the implementation of their school counseling program to positively impact every student and promote academic, career, and social/emotional development.

Foundation > Define​

School counselors, school social workers and other counseling staff possess leadership qualities that are utilized for advocacy, collaborations, and change through self-evaluation, organization of advisory councils, collection of data, action planning, and program management. Integral to this work is a proactive and collaborative approach, with an understanding of their critical responsibilities to design, deliver and implement a comprehensive school counseling program.

Management > Manage​

Providing direct and indirect services to meet students’ needs, school counselors, school social workers and other counseling staff utilize counseling theories and concepts, trauma-informed and culturally responsive approaches, and work in collaboration to provide multi-tiered interventions and supports through a continuum of care that is available to all students and their families/caregivers.

Delivery > Deliver

School counselors understand the basic concepts of results-based and data-driven school counseling programs through sampling, methodology, and analysis to provide reports on school profiles and student outcomes in comparison with the ASCA National Model believing that school counseling programs should achieve demonstrable results.
