Implementation Resources

Oregon’s Transformative SEL Implementation Guide is designed to be used in alignment with Oregon’s Transformative SEL Framework and Standards to support schools/districts with Transformative SEL implementation. The resources and materials can be used systemically so schools, communities, and families can work together in creating the conditions where Transformative SEL can be developed and nurtured. Every district, school, and community across Oregon is unique, and there is no one size-fits-all approach to implementing schoolwide and community-wide Transformative SEL. Implementation of Oregon’s Transformative SEL is a shared responsibility and can follow multiple paths based on a district's and school’s strengths and needs.

Research on SEL implementation points to some best practices to build the capacity of educators in creating the conditions for Transformative SEL to thrive and provide whole-child support for students.

​Oregon’s Transformative SEL Framework and Standards are unique to the rest of the country in that they prioritize a systemic approach that focuses on how adults can create the conditions and environments, and integrate practices in content areas to support student SEL. Because of this, there is an intentional move away from traditional programs and/or curriculums. With that in mind, at this time, ODE is not pursuing a formal adoption process and have created the following documents to assist districts in the review and adoption of instructional materials and practices for Transformative SEL instruction:

Social and Emotional Learning (SEL) is critical to learning, to human connection, and to creating caring, just, inclusive, and healthy schools.

It’s important to consider how students and adults experience learning in order to create meaningful environments, engaging learning opportunities, and nurturing relationships where every person can thrive. In a Transformative SEL approach, adults build community and facilitate routines and rituals that promote healing and belonging. In these environments, students have opportunities for reflection, input and feedback about their learning experiences in classrooms and schools that support their sense of agency and affirm their personal, cultural, racial and academic identities.

This following resources support educators in building their knowledge and skills to create the conditions for learning and thriving.

Supporting Tools:
  • CASEL’s ​3 Signature Practices Playbook These three signature practices can help integrate SEL practices into any classroom, meeting or youth-serving agency to promote community-building and deeper engagement.
  • Signature Strategies for Student-Centered Learning The Signature Strategies are tools for fostering and promoting engagement and SEL in supportive learning environments. The strategies included intentionally and explicitly help build a habit of practices through which students and adults enhance their SEL skills. While not an SEL curriculum, these strategies can be integrated into classroom instruction, staff meetings, and collaborative professional learning to foster interactions that model SEL in action and help create an equitable experience.
  • Oregon’s Integr​ating Transformative SEL Standards in Content Area Instruction​ versatile tool supports co-constructing and aligning content area instruction to Oregon’s Transformative SEL Standards and Practices.​
Academic and Standards Alignment:​​

  • Student Success Plans Oregon’s Transformative SEL Standards were created with input from ODE’s Student Success Plan Advisory Groups to improve access and opportunities for students who have been historically underserved in the education system.
  • Health Standards (2023) The newly revised Health Education Standards integrate Oregon's Transformational Social Emotional Learning (TSEL) Standards. At each grade level, Transformative SEL Practices are mapped to connect Transformative SEL Standards with health topics.
  • Social Sciences Standards Integrated with Ethnic Studies (2021) Oregon House Bill 2845 defined ethnic studies as the instruction of public-school students in kindergarten through grade 12 in the histories, contributions, and perspectives of individuals who are Native American or Americans of African, Asian, Pacific Island, Chicano, Latino, or Middle Eastern descent. It also includes the histories, contributions, and perspectives of the women, people with disabilities, immigrants, refugees, and individuals who are lesbian, gay, bisexual, or transgender.
  • Tribal History/Shared History Learning about tribal nations in Oregon is important for all students. Lesson plans in grades 4th, 8th, and 10th grade are informed by the Essential Understandings and aligned to state standards to fully leverage the strengths, assets, and contributions our Native American students bring to their communities.
  • Student Learning Goals for SEL and Engagement As outlined in the Oregon Framework for Teacher and Administrator Evaluation and Support Systems educator evaluations are required to take into account data gathered from multiple measures: professional practice, professional responsibilities, and goals that impact student learning and growth. This companion document provides additional guidance regarding setting and measuring Student Learning and Growth (SLG) Goals for social emotional learning and engagement.
  • Integrated Model of Mental Health ODE’s Integrated Model of Mental Health helps to guide the agency’s work of health promotion and illness prevention, and provides a framework for supporting Oregon students, families, and school staff.
  • Mental Health Webpage ODE has a number of mental and behavioral health initiatives that focus on the prevention, intervention and response to the mental health needs of school communities.
  • Mental Health Toolkit Designed for district leaders, school administrators, and school-based mental health professionals (i.e. school counselors, school psychologists, school social workers, and school nurses) interested in promoting the health and well-being of school communities while creating a culture of safety, care and belonging.
  • Oregon Classroom WISE: Mental Health Literacy for All Oregonians Oregon Classroom WISE is a suite of resources including free, online, self-guided modules for adults and youth interested in strengthening mental health and well-being.​​​​​
  • Oregon's Early Learning and Kindergarten Guidelines The Early Learning and Kindergarten Guidelines include a continuum of development and learning in five domains: approaches to learning, social-emotional development, language and communication, literacy, and mathematics.
  • Comprehensive School Counseling Comprehensive school counseling programs are strategically designed and delivered to be broad in scope, preventative in design, and developmental in nature based on academic, college and career readiness and social-emotional learning student standards.
