The Higher Education Coordinating Commission (HECC) reports data and research to inform ongoing policy and funding efforts to achieve Oregon’s equity and student success goals. Here you can find links to HECC reporting and data on equity gaps. This information is intended as a call to action.
There are deep and concerning disparities across communities in the access to and success in higher education and workforce training. The
HECC Equity Lens expresses our active commitment to explicitly identifying and urgently addressing the most severe and persistent disparities for learners, while shifting to a more equitable system for all Oregonians.
The HECC Office of Research and Data reports data shows how Oregonians are served by the higher education and training system. To show equity gaps, we report available data by individual characteristics such as race/ethnicity, geographic location, income background, gender identity, first-generation status, and more. Knowing where the gaps exist can guide progress to our statewide goals and build a future of equitable access and success in higher education and training for all.

Our regular measures and reports feature data on enrollment, affordability, completion, participation in education and workforce programs, employment, and more. We present numerous measures by race/ethnicity and other characteristics.
Equity Briefs on Students/Learners of Color
The HECC Equity Briefs provide an in-depth look at data on the challenges and successes of public college and university students of color. They are intended as a call to action. Each Equity Brief focuses on the challenges of success—from high school through college and into the workplace. In addition, the reports show progress in reducing gaps and show where improvements and resources are still needed for each racial/ethnic group.
The briefs provide separate analyses for Asian American/Asian learners, Black/African American learners, Latino/a/x/Hispanic learners, Native American/Alaska Native learners, and Native Hawaiian/Pacific Islander learners.

Legislative Reports
In addition to the reports linked to here, we produce formal legislative reports as directed by the Oregon Legislature. Many reports are focused on equity and student success, including reports on educator equity, and more. We also testify to the Legislature on equity-related topics.
