Oregon Recycling System Advisory Council

The Oregon Recycling System Advisory Council, or Recycling Council, will advise DEQ and the Producer Responsibility Organizations on key recycling system elements, including the uniform statewide collection list, PRO program plans, and more. The Council consists of 17 members appointed by the Governor, plus two non-voting members of the Legislature appointed by the Senate President and Speaker of the House. Members of the Council represent local governments, community-based organizations representing the interests of historically underserved groups, small business, environmental nonprofit organizations, the recycling industry, service providers, processors or material end users and producers of covered products or producer trade associations or suppliers. 

The Recycling Council was first convened in spring 2022 for the initial development and implementation phase of the Recycling Modernization Act, and will continue throughout ongoing implementation in perpetuity.

The Recycling Council reviewed Draft 2 of the PRO Plan in October and November 2024. The Council did not use a subcommittee process for Draft 2 review, and draft recommendations were discussed at an Oct. 22, 2024, Council special meeting, and proposed recommendations circulated by email after that date for a final vote by email.
 
The Council provided its Draft 2 recommendations and feedback to Circular Action Alliance and DEQ by email on Nov. 7, 2024.

The Recycling Council organized seven subcommittees for review of Draft 1​ of the PRO Plan, submitted by Circular Action Alliance on March 31, 2024. The subcommittees, listed below, met either two or three times from April to June 2024, with support from DEQ for staffing and logistics. Subcommittee recommendations were discussed at the June 11 Council meeting, and final recommendations presented after the June 26 Council special meeting.
 
DEQ sent the Council feedback and final recommendations to Circular Action Alliance on July 5, 2024.
