Action plans
These Action Plans outline the programs that aid Oregon’s recovery from the 2020 Labor Day Disasters. The plans were developed based on an analysis of unmet recovery needs, were shared with Oregonians for feedback, and were approved by the U.S. Department of Housing and Urban Development (HUD).

ReOregon Action Plan
ReOregon compiled a comprehensive road map for assisting those affected by wildfires and straight-line winds during the 2020 Labor Day Disasters. This plan contains a detailed framework for disaster recovery efforts that contains several core elements: funding allocation, housing reconstruction assistance, and initiatives aimed at enhancing economic stability in affected communities.
Additionally, the Action Plan emphasizes inclusivity, equity, and long-term resilience in recovery efforts, addressing both immediate and future needs to enhance overall community stability and preparedness.

Citizen Participation Plan
The state has adopted a
Citizen Participation Plan (CPP), including a
Spanish-language version, to outline public participation procedures for the CDBG-DR and mitigation activities. The CPP aims to involve the public in planning, implementing, and assessing Oregon's CDBG-DR funded programs, valuing input from all Oregonians equally.
Language Access Plan
OHCS created a
Language Access Plan in English and
Language Access Plan in Spanish to ensure that OHCS provides appropriate language assistance so individuals with limited English proficiency (LEP) receive meaningful access to OHCS' CDBG-DR programs. LEP individuals include those who do not speak English as their primary language and who have a limited ability to read, write, speak, or understand English. All ReOregon public-facing documents will be translated into Spanish. Documents will be translated into other languages upon request.
Quarterly Progress Reports
These reports provide updates on the implementation of disaster recovery programs funded by CDBG-DR. They detail fund allocation, program milestones, and achievements, and also offer insights into OHCS' efforts to address survivor needs and to launch programs such as the Planning, Infrastructure, and Economic Revitalization program and the Homeowner Assistance and Reconstruction program.
