To qualify, you must prove your income, show you lived in an affected county, and confirm your home was damaged or destroyed by the 2020 Labor Day wildfires and straight-line winds.

Qualifying for assistance
To be eligible for any of ReOregon’s Housing Support Services, applicants must meet
all the following:
- Your home was damaged or destroyed by the 2020 Labor Day wildfires and straight-line winds.
- At the time of the disaster, you lived in one of the impacted counties of Clackamas, Douglas, Jackson, Klamath, Lane, Lincoln, Linn, or Marion.
- Your household income is at or below the required limit. IHA gives priority to applicants with
a verified residence loss who are at or below 120% of the area median income.
To qualify for IHA, you must also be experiencing the following:

You were displaced due to the disaster and currently do not have stable housing. Housing instability can be due to the expense and/or condition of your housing, which means one of the following:
- Your monthly housing costs exceed 30% of your household’s adjusted gross monthly income or
- Your housing is not decent, safe, or sanitary, in which case you will need to show the cost of housing that meets occupancy standards would exceed 30% of your household’s income.

You do not own a home that can be occupied by your household. Participants cannot currently own a home, including a manufactured home, that can be occupied by their household. If you own a home that is currently occupied by tenants, you must provide proof.

You are actively searching for more affordable permanent housing. To participate in IHA, you need to be willing to work with a case manager to set and work toward your housing goals. Your case manager will meet with you each month and track your progress.
IHA participants
cannot be living on a property they own that was damaged by the disasters. That property instead may qualify for the
Homeowner Assistance and Reconstruction Program (HARP). If you are living on a HARP-eligible property, you are eligible to receive optional relocation assistance.
Please note that participating in IHA will not disqualify you from other ReOregon programs.
What to expect
If you participate in IHA, here is what you can expect:
- You will need to verify your monthly household income when you begin and again every six months.
- You pay 30% of that verified income amount toward rent.
- For example, if your monthly household income is $1,000, you would pay $300 (30%) toward rent. IHA would pay the rest of your rent directly to your landlord.
- IHA pays the remaining amount directly to your landlord or rental agent.
- Assistance may last for up to 24 months or until the program’s funding is fully spent.
- While in the program, you will also need to work with case managers on housing goals to get into permanent housing.
