Monitoring during construction

Throughout the construction process, ReOregon will closely monitor projects to ensure they meet all necessary requirements and program guidelines. This includes tracking project progress, verifying the completion of the approved scope of work (SOW), and ensuring proper documentation, such as permits and inspection records, is in place. Inspections, in-person and remote, will be performed to confirm that timelines are met and all work complies with the agreed-upon specifications.

Monitoring

The program will monitor the project during construction to ensure that the project adheres to all necessary requirements. Monitoring and document collection will take place to:

  • Track timeliness of project progression.
  • Verify scope completion.
  • Verify the presence of required documentation such as permits and municipal inspection records.
  • Monitor adherence to Green Building and resiliency requirements.
  • Monitor adherence with program labor standards and equal opportunity requirements.
  • Monitor Work Order Adjustments (Change Orders) and construction contracts.
  • Monitor work quality and compliance with agreed-upon SOW, program specifications, and construction drawings, as applicable.

The program will perform inspections at designated times and may conduct other ad hoc inspections as needed to ensure eligible activities are being completed, timelines are followed, and program guidelines are met. Inspections and monitoring may also be done remotely, with the program reviewing submitted photos, reports, and certifications. If necessary, the program may request additional documentation to verify the work meets the required standards.

Inspections

Construction advisers (CA) will contact homeowners to schedule and conduct the following inspections:

  • Damage Verification
  • Housing Quality Standards
  • Environmental
  • SOW
  • Draw (to confirm contractor's completed work)

During the inspections, the CA will walk through the house documenting repairs and damages using a tablet and sketch the floor plan. After the inspection, the CA will upload their findings, and the homeowner's assigned case manager will notify them of any results and next steps.

Damage Verification Inspection

The purpose of this inspection is to verify if damage to the house was caused as a direct result of the 2020 Labor Day Disasters.

This inspection will be scheduled if an initial program review of the disaster damage cannot be confirmed without an on-site inspection.

Housing Quality Standards Inspection

The purpose of this inspection is to verify the current state of the structure. 

Environmental Inspection

This inspection verifies the presence or absence of various site and structure elements related to hazardous materials clearance and the environmental impacts of the construction project, such as:

  • Lead-based paint
  • Soil contaminates
  • Radon
  • Containers above and below ground
  • Asbestos
  • Endangered species

Scope of Work (SOW)

This inspection validates any repairs that were completed and what repairs will need to be completed.

After the inspection, the CA will generate reports on the estimated cost of repair and the Work in Place (WIP) reports, which will in turn be used to determine the homeowner's grant award. 

Draw inspections

These are progress and final inspections confirming the contractor's work. These inspections will occur at designated points throughout the construction process and will be attended by a CA, the homeowner or their representative, and the assigned contractor.
