Before beginning construction

Before starting any construction under the Homeowner Assistance and Reconstruction Program (HARP), there are several important steps to follow. Contractors must meet eligibility requirements, including being licensed, insured, and qualified for the project. You will also work closely with a construction advisor (CA), who will perform inspections, create scopes of work (SOW), and coordinate with you and the homeowner.

The program will complete a pre-construction meeting with you and the homeowner to establish the project's scope and set milestones. Once you receive the Notice to Proceed, you will be expected to apply for permits and adhere to project timelines.


Working with Contruction Advisors

Construction Advisors (CAs) are also commonly referred to as "program inspectors" or "damage assessors." They perform a variety of inspections across the project timeline, write SOWs, and coordinate inspection times with you and the homeowner.

Pricing Considerations: Finishes and Fixtures

HARP follows standards set by the U.S. Department of Housing and Urban Development (HUD). This means HARP can cover only the costs for construction materials and appliances that meet these HUD standards—such as specific makes and models of sink faucets, countertops, and basic appliances.

Regardless of the increased level of finish or labor complexity, the amount that HARP will disburse for a specific home feature, fixture, or appliance will be the eligible amount only for that element as noted in HARP guidelines.

Pre-Construction Meeting

You must organize a “pre-construction" meeting with the homeowner and a CA, during which you can establish everyone's understanding of the SOW.

Notice to Proceed

First, you will receive a Notice to Proceed. This important document allows you to begin construction or repairs.

After you have the Notice to Proceed, you will be expected to: 

  • Apply for the necessary permits within 14 days*
  • Request and complete at least one successful draw inspection within 120 days
  • Complete reconstruction and manufactured home projects within 360 days
  • Complete rehabilitation projects within 180 days
* The local municipality may not require you to obtain permits depending on the SOW. In these instances, you must obtain written authorization from the local municipality stating that no permit is required.
