About stormwater permits
Stormwater runoff from land and impervious areas such as paved streets, parking lots, and building rooftops during rainfall and snow events often contain pollutants that could adversely affect water quality. National Pollutant Discharge Elimination System permits are required for stormwater discharges to surface waters from construction and industrial activities and municipalities if stormwater from rain or snow melt leaves your site through a "point source" and reaches surface waters either directly or through storm drainage. A point source is a natural or human-made conveyance of water through such things as pipes, culverts, ditches, catch basins, or any other type of channel.
Current water quality permit fees
The Environmental Quality Commission adopted rules to increase water quality permit, license and certification fees by up to 3% in 2024 for fiscal year 2025, as provided in ORS 468B.051. The amount of the increase may not exceed the anticipated increase in the cost of administering the program or 3%, whichever is lower.
In addition to the 3% fee increase, the Onsite Septic Program included a one-time fee increase of approximately 14% to fund resource enhancements authorized by the 2023 Legislature in Policy Option Package 123.
DEQ will begin receiving the increased fee revenue in August 2024 for the Onsite program and in November 2024 for all other programs.

The fees for stormwater general permit applications are $2,984, which includes:
- The $1,471 application fee
- The $1,513 first annual fee
Both the application and first annual fee must be included with the application materials. An annual fee will be assessed each year coverage is maintained.
- The exception is small lot 1200-C registrations, which have a one-time cost of $430.
- If you are applying for a construction stormwater registration and an Environmental Managment Plan or Active Chemical Treatment System plan review is required as part of the application materials, an additional plan review fee of $923 may be assessed.
- The fee to transfer permit coverage or change the name of a permit registrant is $143.

reference purposes only. An application must be submitted to the Oregon DEQ for coverage under the general National Pollutant Discharge Elimination System stormwater discharge permits. Applicants receive a signed copy of the permit when coverage is issued.

1200-CN Stormwater Construction: Automatic coverage within "Local Qualified Program" jurisdictions
An owner or operator that has received a local permit authorizing construction activities is not required to submit an application for permit coverage to DEQ. The construction activities are automatically covered under the State 1200-CN permit.
DEQ is accepting applications from public entities to register for 1200-CA permit coverage.
