Business is the primary partner in the workforce development system through state and local board representatives, business and industry associations and organizations, and local industry sector partnerships. There are several additional partners in the workforce development system that contribute oversight, strategy, resources, and programming.
Each of these additional partners oversees and/or provides investment in programs that are delivered locally through an additional layer of agencies and organizations, including local workforce development boards, WorkSource Oregon Centers, organized labor, community colleges, public universities, local school districts, educational service districts, local economic development organizations, community-based organizations, and the following state agencies: Bureau of Labor and Industry, Business Oregon, Commission for the Blind, Education, Employment, Higher Education Coordinating Commission, Housing and Community Services, Human Services, Job Corps, and also the U.S. Housing and Urban Development Department.
