Licensing FAQs

Your application and fee should be submitted through our eLicensing application system. Supporting documentation should also be uploaded by you to your Documents tab in your eLicensing account, except official transcripts and PEER forms. Documents can also be sent to TSPC via U.S. mail, fax, or email.

Answer:
Official transcripts are transcripts that are received directly from your university or college either from a direct email or in an officially sealed university or college envelope. If the envelope has been opened and resealed the transcripts become invalid to submit to TSPC.

 
Your college or university may email your official transcript to tspc.transcripts@tspc.oregon.gov. An applicant may NOT forward official transcript emails. TSPC must receive the emailed transcript directly from the college, university, or its authorized agent.

The official transcripts must be received by TSPC in a sealed university or college envelope.

 
If you are forwarding official transcripts BY MAIL to TSPC, do NOT open the university or college sealed envelope. Simply place the sealed university or college transcript envelope into another envelope and mail it to the TSPC office. Unsealed transcript envelopes cannot be accepted for verification of degrees or coursework.

Answer:

A PEER form is used to verify your contracted work experience with a school district. A PEER form is also used to verify your required continuing Professional Development. TSPC must receive a PEER form submitted electronically directly from your employer, or received in a sealed school district envelope.

PEER forms received from the applicant (i.e. uploaded by the applicant to their eLicensing account, emailed from the applicant or not received in a sealed school district envelope) cannot be accepted.

Login to your eLicensing account and click on the "Documents" tab/link from your dashboard to view the documents we have successfully attached to your record. Please note: we destroy all documents received after 90 days if you have not created an eLicensing account by then or if you have ever had another last name that we can't link to your record. It is your responsibility to alert us immediately if you have sent us documents that we should've received, but you can't see.

The Professional Teaching License has two separate requirements: Experience and Advanced Professional Development (APD). Teachers may meet the experience requirement for the Professional Teaching License with either four full years (at least 135 days) or 0.5 to 0.99 FTE for six years. Substitute teaching assignments of 10 consecutive days or more may be considered to meet this requirement. The experience must be documented on a PEER form from the school district and you must have held a Preliminary, Professional, Legacy, or Teacher Leader license while teaching.

Once you complete your online application and pay your fees, you will be sent an email with fingerprint processing instructions. Please allow at least a week for this email to arrive. For more information, see the Fingerprinting page.

You do not have to be currently living in Oregon to complete the fingerprinting requirement. Oregon uses a company called Fieldprint, who has locations nationwide. Upon receipt of your application and fee, you will be sent instructions for scheduling an appointment to have your fingerprints scanned and electronically submitted for processing. Upon making your appointment with Fieldprint, you will be sent a list of locations near your zip code.

Once your license is issued, it can be verified by anyone using the Public Educator Search. We are unable to generate certificates at this time so please direct all interested parties to the Public Educator Search if they need to verify your credentials.
