On June 18, 2019, the Teacher Standards and Practices Commission approved new license and service fees. For most licenses and renewals, effective July 1, 2019, the current $140 evaluation fee increased to $182. Expedited Service increased from $149 to $194. Effective January 1, 2020, the base fee for an Administrator License increased to $189. The Commission carefully considers the impact of fee increases on the educators who serve our students as well as the responsibility of the agency to meet its important public safety charge and support quality education in Oregon. The decision to increase fees in 2019 was not one taken lightly and was prompted by demands for more services at the same time the cost for providing the current services continues to rise.
The 2021 legislatively approved budget again challenged the Commission to raise fees for licenses to mitigate the effects of increased costs of operations. In June, 2021, agency staff proposed an additional fee increase to the Commission, but the Commission determined the burden would be too great for educators at this time, while recognizing an even greater increase may be necessary in the future.
The 2021 Legislature also recognized the need for the agency to continue improving services to educators in the area of technology. Between January, 2016 and August, 2021, applicants paid a $10 Portal Provider Fee to cover the cost of development and maintenance of a new, online licensing application database. While the current online system has provided improvements in TSPC's ability to provide more timely service to applicants, the Legislature, stakeholders, and agency staff believe more modernization is required to bring the level of service to an acceptable level. In order to do so, the Legislature approved an additional License System Fee of $5, to be paid by the educators with every transaction. This fee will assist the agency with the procurement and development of a new online system, to be implemented sometime in 2023.
TSPC will continue to strive for increased efficiency in order to maintain the quality service that Oregon's educators and students deserve.
