Welcome to the Teacher Standards and Practices Commission’s (TSPC) Licensure homepage. Detailed information about TSPC’s Licensure requirements can be found within the links to the left.
The Commission charges the Licensure Division with all customer support related to licensure, application processing, and license issuance. In addition, staff maintains close contact with district Human Resources offices to assist with licensure of educators.

Important Note Regarding Phone Consultations: Phone consultations are conducted with a Licensure Navigator, who can answer general licensure questions only. They aren't able to evaluate your file or make evaluation decisions. To correspond with the Evaluation Staff, you will need to login to your eLicensing portal and reply to your Evaluator Messages for information specific to your license.
Application Process: eLicensing General Information and Disclosures
All applications and payments must be submitted through the eLicensing system as of January 1, 2016. The Teacher Standards and Proactices Commission (TSPC) does not accept paper applications, personal checks or cash.
Please verify your eligibility for the desired license Before applying. Refer to the "What License do I Need?" section fo assistance.

Fee Information
All eLicensing fees are Non-Refundable. By law, TSPC is required to collect fees to cover the cost of providing services. Fees paid in eLicensing will not be refunded.

Starting Your Application
To begin your application, select the "Click Here to Submit Application" Button within the eLicensing system. This button is used for a new license applications, renewals, and adding endorsements or specializations.

What License do I Need?-Quick Reference
Please review the following pages, located under this section in the menu on the left first before proceeding to the eLicensing system:
- First Oregon License or new license type? Select First Time License
- Renewing or Reinstating your License? Select Renewal Information and Instructions
- Moving from a Preliminary to a Professional License? Select Upgrading to Professional to determine if you qualify, then First Time License for info on items needed for your application.
- Moving from a Reciprocal to a Preliminary License? Select First Time License
- Adding an Endorsement? Select Endorsements
