Overview
In a June 2013 letter, Governor Kitzhaber asked the Oregon Health Policy Board (OHPB) for recommendations which increase overall health care transparency and accountability, enhance the Oregon Insurance Division’s (OID’s) rate review process, and align care model attributes among the Public Employee Benefit Board, the Oregon Educators Benefit Board, and qualified health plans. In response, OHPB recommended in its December 2013 report that the Oregon Health Authority (OHA) and OID use the All-Payer All-Claims (APAC) database to enhance transparency and accountability and provide validated statewide, plan, and health care entity-level data by market segment, health care setting, demographics, geography, diagnosis, and other variables.
To further these efforts, OHPB also recommended that “OHA and OID jointly create a technical advisory group (TAG) that will provide input on the use of APAC and other related data sources. The TAG will also identify additional data collection needs and redundant data collection activities, advise on measure specifications, and inform data validation processes that are accurate and reliable in support of an effective measurement framework and dashboard."

Current Rulemaking
The 2024 process for making APAC rules and file layout changes for REALD and SOGI reporting has been delayed. As a result, the APAC team will also be delaying the deadline for submitting REALD and SOGI data to 2026. This extra time will allow the APAC and Equity and Inclusion Division teams to create more resources for submitters and guarantee a smoother implementation process.
