The department will host a virtual special meeting for the Board of Forestry on Friday, Nov. 22, 2024. The purpose of this meeting will be to provide the board with the Western Oregon State Forests Draft Forest Management Plan (FMP) scenarios. The board will make direct the department on the next steps in the development of the FMP.

Members of the public are welcome to view the special meeting on the ODF's YouTube channel.

Please note: There will not be time allotted for live testimony during the special meeting. Written testimony may be submitted by emailing boardofforestry@odf.oregon.gov prior to the meeting date. In order to account for the time board members need to review the written testimony, we recommend sending written testimony at least 72 hours prior to the meeting start time. If submitted after this window of time the testimony will be entered into the public record but may not be viewed by the board until after the meeting. Written testimony for the Nov. 22 meeting will continue to be accepted until Dec. 6. Submissions should include the meeting date and agenda item number/topic header with the written submission.

The board is scheduled to meet for their fall retreat on Oct. 16 and 17. The retreat will include a field tour, public social and retreat meeting and will be hosted at the Hamley Steakhouse, located at 8 SE Court Ave., Pendleton, OR 97801 in the Slickfork room. 10-hour parking is available on SE 1st street.

There will be no formal decisions during the retreat, and no opportunities for public testimony. The focus of the retreat will be to receive information on the 2024 fire season, and allow for board discussions on strategic planning.

Members of the public are welcome to join the in-person retreat events, including the field tour, public social and retreat meeting. The public will not be permitted to attend the executive session, with the exception of members of the press, who are permitted by law to attend.

The retreat meeting on Oct. 17 will be available for livestream on the ODF's YouTube channel. Due to the nature and location of the field tour and social held on Oct. 16, these items will not be livestreamed. A video capturing the tour highlights and presentations provided at the social will be uploaded after.

A statement from Board Chair Jim Kelly: 

"At the beginning of the Board meeting on Sept. 4 I initiated a conversation about a trip Board member Bob VanDyk had made earlier in the summer to NW Oregon. But my words came out sounding like a personal attack and criticism of Bob. I was wrong, and it was inappropriate. I very much regret the incident. And I want to apologize to Bob, to the rest of the Board, and to the public who witnessed what transpired. It was inexcusable. And I broke my own rule of “no surprises."

That said, why did it happen, and what will I do differently in the future? I let multiple frustrations build over several months. I should have dealt with them beforehand, and privately. Second, I arrived at that meeting tired and suffering jet lag. I need to better recognize my limitations, and never again try to run a two-day public meeting when I am not fully rested and prepared.

I also recognize that mistakes like this can offer opportunities for honest and transparent discussions that can lead to process and transparency improvements in the way our Board of Forestry conducts our business going forward. To that end, I am supportive of a planned facilitated discussion involving the entire Board at our upcoming retreat to establish agreed upon expectations for board member roles and responsibilities, as well as expectations for how I can better chair meetings that encourage open and full participation by all our members." - Jim Kelly

The board is scheduled to meet for their annual retreat on April 24 at the ODF headquarters​ in Salem.

There will not be an opportunity for the public to provide comments or testimony, but the retreat will be open to the public for in-person observation or virtual via livestream on the ODF's YouTube channel.

The focus on the retreat will be facilitating a final discussion about the board and the department's shared strategic plan, the Vision for Oregon's Forests and reviewing the latest developments for the State Forests Trust of Oregon.
