Notice of Temporary Rulemaking: Oregon Administrative Rules chapter 333, division 90 – “Healthy Homes Grant Program procedures for Federally Recognized Indian Tribes in Oregon."
These changes amend existing program rules to honor the government-to-government relationships between the State of Oregon and each of the Nine Federally Recognized Tribes in Oregon. The amended rules exempt Tribes from program application requirements, and state that the Authority has established a separate process for awarding grants to Tribes and the Urban Indian Health Program. These changes also exempt the Nine Federally Recognized Tribes in Oregon from requirements concerning contractor licensing and equipment-specific performance standards and allow Tribes to use either county or state median income for the purposes of calculating program eligibility. This temporary rulemaking is effective
January 1, 2025 through June 29, 2025. OHA intends to enter into a permanent rulemaking prior to the date the temporary rules are set to expire.
