PORTLAND, Ore. – In collaboration with Multnomah County and Oregon Health Authority (OHA), Cascadia Health has opened Mountain View, a new 10‑bed secure residential treatment facility (SRTF) in Southeast Portland that will expand access to care for adults in need.
The new facility offers a highly structured therapeutic, residential setting for adults with serious mental illness. OHA dedicated $5 million from House Bill 5024 (2021) for the project as part of the agency’s investment in the creation of 172 new SRTF beds across the state.
“This building is a commitment to providing people with serious mental illness the right level of care, in the right environment,” First Lady Aimee Kotek Wilson said at the opening Sept. 3. “It takes years of planning, designing, licensing, and preparing to turn an investment in behavioral health capacity into a real therapeutic home - and that’s exactly what the team here has done.”
Residents may be experiencing significant mental health symptoms, cognitive or functional disabilities, and potentially co-occurring substance use or medical conditions. The program is designed to provide stability, treatment and daily support residents need while helping them build skills for better health and greater independence.
Referrals will primarily come from hospital partners, including Oregon State Hospital. This increase in community capacity is part of OHA’s ongoing effort to support community partners and cut down on wait times for patients ready for discharge from the state hospital.
“Expanding secure residential treatment capacity is essential to creating a behavioral health system that supports people at every step of recovery,” said Christa Jones, Psy.D., OHA behavioral health deputy director. “Every new Mountain View bed represents an opportunity for a person to grow in a safe environment.”
The state is experiencing significant growth in licensed residential treatment beds, adding 1,660 to Oregon's continuum of care – a more than 45% increase in capacity. Of those, 1,067 are already open and serving Oregonians today, with 593 more scheduled to open within the next two and a half years. The state was the primary investor in 960 of the beds.
