Apply To Participate on the Oregon Housing Needs Analysis Rulemaking Advisory Committee Until October 2, 2023
In March 2023, the Oregon Legislature adopted, and Governor Tina Kotek signed into law, House Bill 2001. This bill includes direction to the Land Conservation and Development Commission (LCDC) to adopt rules to implement the Oregon Housing Needs Analysis policy, which fundamentally shifts Oregon's approach to housing planning by empowering cities to take actions that increase housing production, affordability, and choice. In July 2023, LCDC formally initiated a rulemaking process by adopting a charge to guide the work of a Rulemaking Advisory Committee (RAC).
The Department of Land Conservation and Development (DLCD) is now soliciting applications from members of the public to participate in and inform the rulemaking process. If you are interested in being considered for a position on the RAC please find background materials, a draft rulemaking charter, and the application linked below.
Applications must be submitted by 12:00PM on Monday, October 2 to be considered.
Housing Production Advisory Council
Governor Tina Kotek established a Housing Production Advisory Council (HPAC) through
Executive Order 23-04 on January 10, 2023. The executive order established an annual housing production goal of 36,000 additional housing units at all levels of affordability across the state to address Oregon's current housing shortage and keep pace with projected population growth. That's about an 80 percent increase over current construction trends – and would set Oregon on a path to build 360,000 additional homes over the next decade.
The Housing Production Advisory Council will be responsible for proposing an action plan to meet the state’s housing production goals. The Council is scheduled to provide a recommended framework for their action plan by April 1, 2023.

Oregon Housing Needs Analysis
As directed by the 2021 Oregon Legislature, the Department of Land Conservation and Development (DLCD) has begun work in partnership with Oregon Housing and Community Services (OHCS) to modernize how local cities and counties plan for housing in a manner that results in more affordable, fair, and equitable housing outcomes.

Housing Choices: Middle Housing
HB 2001 (2019) aims to provide Oregonians with more housing choices, especially housing choices more people can afford. The new law lets people build certain traditional housing types, like duplexes, in residential zones. These housing types already exist in most cities but were outlawed for decades in many neighborhoods.

Housing Supply: Housing Production Strategies
HB 2003 (2019) aims to improve local housing production strategies. The law requires medium and large cities to study the future housing needs of their residents and to develop strategies to make sure that housing is produced. The bill also directs the Oregon Housing and Community Services Department to look at what housing needs exist for the next 20 years in each region of the state and for all income levels, and to examine how those needs can be met.

Reporting for Housing
House Bill 4006 (2018) requires all cities with a population greater than 10,000 to report annually on housing production. DLCD provides an online portal for cities to use to comply with this reporting requirement. Additionally, House Bill 2003 (2019) requires all cities that are larger than 10,000 to complete a survey prior to the completion of a housing production strategy. The Housing Choices Guidebook provides 43 concrete examples of housing options in Northwest Oregon. Each example is more compact than detached single dwellings; most are more affordable. Each has photos, an address, and other useful details.

Guidance on Implementing the Accessory Dwelling Units (ADU) Requirement, DLCD, September 2019. In 2017, the Oregon legislature passed a law (Senate Bill 1051) requiring cities of over 2,500 population to allow accessory dwelling units (aka "granny flats") in areas zoned for single-family homes. This publication summarizes the law's details and recommendations for implementing it locally, with sample code language. This document was updated in September 2019 to address the owner occupancy and off-street parking requirements of House Bill 2001 (2019).
