The Community Services Division delivers broad technical assistance to local governments and state agencies. It reviews local plans to ensure they adhere to the statewide planning goals, and provides planning grants to local governments. The Division staff include a set of regional representatives that work closely with the county and city planners within their assigned region.

One of the primary tasks performed by the regional representatives is review of all comprehensive plan proposals and adoptions submitted to DLCD as required by state law. These plan amendments are formally known as "Post-Acknowledgment Plan Amendments", or PAPA's. DLCD has created an online web portal for local governments to use for easy processing. Periodic Review is a term used in Oregon law to describe the periodic evaluation and revision of a local comprehensive plan. Cities and counties are required to review their comprehensive plans and address the fundamental building blocks of local planning needs: housing, economic development, transportation, public facilities and services, and urban land supply. DLCD works with cities and counties to evaluate their unique planning and development needs and develop a Periodic Review work program to meet those needs. Once a city's work program is approved, the city submits specific planning tasks for review and approval by the department or the LCDC.

DLCD offers several grant programs to local and tribal governments. These programs are intended to complete projects that update and modernize comprehensive plans, land use ordinances, development codes and other planning regulations. Check out the

DLCD creates a variety of maps, GIS data, tools, and web applications to assist planners, the public, and interested stakeholders. The department also collaborates with other resource providers who partner with the agency to create and distribute planning resources.
