We are pleased to introduce our work as the Higher Education Coordinating Commission (HECC) Office of Postsecondary Finance and Capital (PFC). The information here will give you an overview of our statewide work and provide you with contact information for questions.
The PFC office is responsible for the coordination and distribution of funds that help Oregon’s public institutions serve students and meet state, local, and regional needs. We have two primary areas of work: we distribute funds to public institutions to support operations and educational expenses of the institutions, and we administer capital funding for construction and deferred maintenance projects.
The Oregon Legislature and Governor make investments in the public institutions through
the budget and legislative process. We work with our partners to develop budget recommendations for the Governor and Legislature’s consideration, distribute state funding to the public community colleges and universities, manage the student-success focused formulas that guide this distribution, analyze and report on funding topics, administer bonds to support capital projects, and more. You can also find resources and data on funding history here. We receive direction on our work from the Commission and through legislation. Our public processes are conducted at public meetings of the HECC, often starting in the Funding and Achievement subcommittee. We work closely with our partners at the 17 public community colleges and seven public universities, as well with numerous other state and national partners.
