Clean Truck Rules 2025

Proposed rule

DEQ is proposing this rulemaking to adopt minor California Air Resources Board amendments to the Advanced Clean Trucks rules to maintain identicality with CARB rules and adopt a Heavy-Duty Low NOx Omnibus implementation delay of 1 year which will replace a temporary rule adopted by the EQC on Nov. 21, 2024. This action will provide additional compliance flexibilities for manufacturers to meet the requirements under the Advanced Clean Trucks rules, ensure Oregon maintains identicality with California's rules and address practical HD Omnibus implementation challenges.

Advisory committee

DEQ convening an advisory committee to review and provide feedback on draft proposed rule amendments and associated fiscal impacts. In convening this committee, DEQ appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.


Public involvement

DEQ invites the public to submit comments on the proposed rules. The comment period closes at 4 p.m. on April 23, 2025.

EQC action

DEQ plans on presenting the proposed rules to the Environmental Quality Commission, including any modifications made in response to public comments, for a decision at its July 10-11, 2025 meeting.
