The Environmental Quality Commission adopted rules to clarify and implement House Bill 3220 (2023), which updates and makes necessary changes to the Oregon E-Cycles program. This new law improves stability in the program's collection network, ensuring consistency for public access. In addition, HB 3220:

  • Expands the type of electronic devices that the program covers
  • Increases the minimum number of collection sites the program must provide by statute
  • Requires the program to provide equitable service throughout the state, including to rural areas and historically underserved populations
  • Streamlines program administration

​​DEQ is convened an advisory committee to review the technical issues and fiscal impacts related to the proposed rules. In convening this committee, DEQ has appointed members that reflect the range of entities that are both directly and indirectly affected by proposed changes to the rules.


Public involvement

The comment period closed at 5 p.m. on Sept. 30, 2024.

Public hearing

A public hearing was held on Tuesday, Sept. 17, 2024.

EQC action

The Environmental Quality Commission adopted these rules at its meeting on Jan. 9, 2025.
