Climate Protection Program

Effective: March 17, 2025 through Sept. 12, 2025
The Environmental Quality Commission adoted a temporary rule amendment to the recently adopted Climate Protection Program. The temporary rule amendment is needed to implement the correct and intended methodology for generating additional 2025 compliance instruments. This temporary rule does not introduce any policy changes.

Advanced Clean Truck Rules

The Environmental Quality Commission adopted a temporary rule to pause implementation of the Heavy-Duty Low-NOx Omnibus regulations, and propose a suite of compliance flexibilities under the Advanced Clean Truck regulations.

Climate 2023 Correction

The Environmental Quality Commission adopted temporary rules that clarify the changes to several divisions of rules governing climate programs that the commission voted on in November 2023. This action addressed ambiguity around the precise changes the commission intended to adopt in that November action. The clarifications are needed because of inconsistencies between the red-line and clean rule drafts. These temporary rules do not introduce any policy changes from what was presented to the commission on Nov. 16, 2023.

Heavy-Duty Engine and Vehicle Exhaust Emission Standards

Effective: Jan. 1, 2023 through June 28, 2024
The Environmental Quality Commission adopted a temporary rule to delay implementation of California's Heavy Duty Low NOx Omnibus Rule until 2025 because this rule is undergoing changes. The rule requires heavy duty engine makers to meet more stringent NOx and PM emissions by Jan. 1, 2024. DEQ proposes to delay implementation until both regulatory and implementation issues are resolved.

Title V 2023 Fee Increase

The Environmental Quality Commission adopted temporary rules to implement a Title V Fee increase subject to approval from the legislature during the 2023 session.
