Requirements for Standard Rebate Applicants

The Oregon Clean Vehicle Rebate Program will reopen on Thursday, May 22, 2025. Vehicles must be purchased or leased on or after that date. Any vehicles purchased or leased prior to May 22, 2025, while the program is suspended, are NOT eligible to apply for Oregon Clean Vehicle Rebates. Individuals 
To qualify for the Standard Rebate, you must: 
  • Be an Oregon resident (with a valid ID) 
  • Purchase or lease a new battery electric or plug-in hybrid electric vehicle or a new zero-emission motorcycle  while the program is open. Vehicles purchased or leased either before April 3, 2024, or on or after June 4, 2024, are not eligible to apply for the rebate. 
  • Purchase or lease the vehicle from a certified vehicle dealer OR an original equipment manufacturer. No person-to-person sales allowed. 
  • Register the vehicle in Oregon and retain registration for at least 24 months. 
  • Submit your rebate application within six months after the purchase or lease date. 

Businesses, nonprofits and government agencies

Are you a business, nonprofit or government agency? If so, you can also apply for the Standard Rebate (limit of 10 rebates per calendar year). To qualify you must: 
  • Be based in Oregon or have an Oregon-based affiliate at the time the eligible vehicle is purchased or leased (with local business license, articles of incorporation or other formation document filed with the Oregon Secretary of State). 
  • Purchase or lease a new battery electric or plug-in hybrid electric vehicle while the program is open. Vehicles purchased or leased either before April 3, 2024, or on or after June 4, 2024, are not eligible to apply for the rebate. 
  • Purchase or lease the vehicle from a certified vehicle dealer OR an original equipment manufacturer. No person-to-person sales allowed. 
  • Register the vehicle in Oregon and retain registration for at least 24 months. 
  • Submit your rebate application within six months after the purchase or lease date. 
  • Submit annual usage data to DEQ for two years. 

Questions about applying for the rebate

At the time of purchase or lease: 

Those living in Oregon can apply for the Standard Rebate at the time of purchase or lease, at a Participating Dealership, called “point of sale,” when purchasing a new eligible vehicle. Only Participating Dealerships may offer the rebate at point of sale. You can find locations on the "Participating Electric Vehicle Dealers Statewide" map. 

If you purchase or lease your vehicle through a Participating Dealer, the dealership can complete and submit the application on your behalf. Then, the rebate amount will be deducted from the purchase or lease price.  

After the purchase or lease: 

If you do not apply for a rebate at the time of purchase or lease, start by creating a program account through the online portal. Your account will display a program dashboard, and you may begin a Standard Rebate application. During the process, you will need to upload the following documents to complete your application:  

  • Proof of Oregon residency (e.g., Oregon driver’s license)  

  • Entire purchase/lease agreement  

  • Proof of vehicle registration (temporary or permanent registration is acceptable)  

  • Attestation form* (business, nonprofit and governmental agencies only) 

*The attestation form is available for download during the online application process. It certifies the applicant is providing accurate information. ​

No. Applicants may only apply for one rebate, either the Charge Ahead Rebate or the Standard Rebate. If a Charge Ahead applicant is purchasing or leasing a new vehicle, they may apply for the $7,500 Charge Ahead Rebate for new vehicles.
