Background
In October 2024, the OWEB Board approved up to $2 million in funding to support technical assistance grants in areas impacted during the 2024 wildfire season. These non-competitive grants are supported by state lottery dollars and support technical assistance and engagement activities including: post-fire recovery assessments, cultural resource assessments, and landowner and partner engagement.
Grant Program Structure
The program utilizes a sliding funding scale based on fire size.

OWEB’s 2024 Immediate Wildfire Response TA Grants prioritize work on non-federal lands and include two eligible post-fire recovery technical assistance activities:

Resource assessment and planning: eligible activities include convening local teams to a) complete post-fire impact assessments and/or cultural resource assessments and b) identify and/or plan prioritized restoration actions to address post-fire impacts.

Engagement: eligible activities include landowner outreach and partner coordination to plan for future post-fire restoration actions.

Eligible applicants include tribes, watershed councils, soil and water conservation districts, not-for-profit organizations, schools, community colleges, state institutions of higher education, independent not-for-profit institutions of higher education, and political subdivisions of the state that are not state agencies. A state agency or federal agency is not eligible to apply but may partner with one of the other eligible entities.
Only one application per fire area is allowed. Applicants applying to this program must secure lead status acknowledgment and agreement from other local partners prior to application submission. Each fire area is only eligible for a single funding allocation and duplicate requests for the same fire area by different applicants is not allowed. See the

Apply for a Grant
The 2024 Immediate Wildfire Response TA Grant Program application will
open on December 18, 202 4.
Applications are accepted on a rolling basis until 5 pm on May 29, 2025.
Applicants are encouraged to submit an application earlier than the deadline. Applications will be reviewed upon submission and award decisions will be made within approximately 2 weeks of application submission.
- Obtain a login (username and password).
If your organization already has an OGMS login, skip to step 2. An OGMS login is required to access the online grant application. Only one login per organization is allowed. If no login exists for an organization, please email Leilani Sullivan to request one. Include the following in your email:- Organization name and address
- Grantee Contact Information: name, title, email address, and phone number for the person who will receive all communication from OWEB and sign any grant agreements.
- Payee Contact Information: name, email address, and phone number for the person who keeps records and submits payment requests and documentation.
- FEIN (Federal Employer Identification Number). OWEB may enter into agreements only with legally established entities. OWEB will review potential applicants prior to creating an OGMS login.
- Per federal guidance, all OWEB grantees must be registered at the System for Award Management (SAM) before receiving a grant agreement. Entities will received a non-proprietary identifier (called the Unique Entity Identifier (UEI).) This identifier is assigned by SAM (sam.gov is a free service) and entities must update their registration annually.
