On Jan. 9, 2024, Governor Kotek signed Executive Order (EO) 24-02 to merge and extend EO 23-02 and EO 23-09. The new executive order intends to maintain the added capacity to the state’s shelter system, rehouse people experiencing homelessness, and prevent homelessness.
The geographic areas included are:
- Metro region Continuums of Care (Portland, Gresham/Multnomah, Hillsboro, Beaverton/Washington County, and Clackamas County)
- Central Oregon
- Eugene, Springfield/Lane County
- Medford, Ashland/Jackson County
- Salem/Marion, Polk Counties
- Clatsop, Linn, and Malheur Counties

Governor Kotek also signed EO 24-03 to refresh the state's Interagency Council on Homelessness and direct them to develop plans for the Governor's consideration in response to the analysis done through EO 23-03; an order also signed last January that directed the state agencies to prioritize reducing both sheltered and unsheltered homelessness in all areas of the state using their existing statutory authorities.
Balance of State
Local Planning Groups have been established in all geographic regions of the Balance of State to improve the coordination and engagement of homeless services providers.
These groups work together to plan and approach services equitably and efficiently. Community Action Partnership of Oregon (CAPO) will provide support with data tracking and outcome reporting.
Goals and reporting
Local Planning Groups surpassed their shelter target of 100 beds by 216% and are nearly halfway to rehousing 450 households with more than a year left to achieve the goals.
