See how our partners across the state have rallied together to make tangible progress in the fight against homelessness.

Balance of State dashboard

This dashboard provides ongoing data updates for the emergency homelessness response programs in rural Oregon. OHCS will update this dashboard quarterly to track the progress toward meeting the following goals:

  • Rehousing 450 unsheltered households into permanent housing
  • Creating 100 emergency shelter beds

The deadline to meet the goals tracked on this dashboard is June 30, 2025.

EO 24-02 dashboard

The emergency response efforts have been highly successful, with outcomes surpassing all three goals of the original emergency order within the first year. Partners across the state continue to build on that success.

This dashboard provides ongoing updates for the second year of the emergency response, which is outlined in Governor Tina Kotek's Emergency Order (EO) 24-02). The intent of the dashboard is to reflect progress on the following goals:

  • Rehousing 650 unsheltered households into permanent housing
  • Preventing 11,856 households from becoming homeless

The deadline to meet the goals tracked on this dashboard is June 30, 2025.

Included regions

This dashboard only provides information on regions that are a part of the Rural Oregon Continuum of Care, also known as the Balance of State. Local communities in the Balance of State divided themselves into Local Planning Groups:

  • Benton County
  • Columbia County
  • Community Action Program of East Central Oregon (CAPECO; comprised of Gilliam, Morrow, Umatilla, and Wheeler Counties)
  • Community Connection of Northeast Oregon (CCNO; comprised of Wallowa, Union, Baker, and Grant Counties)
  • Coos County
  • Curry County
  • Douglas County
  • Harney County
  • Hood River, Wasco, and Sherman Counties
  • Josephine County
  • Klamath and Lake Counties
  • Lincoln County
  • Tillamook County
  • Yamhill County

Clatsop, Linn, and Malheur Counties met the requirements to become Multi-Agency Coordination (MAC) Groups. The Balance of State dashboard displays their shelter and rehousing goals; however, their Oregon Rehousing Initiative goals are displayed on the 24-02 dashboard.

Some regions may not be working on each goal and will not have data to present. For example, Douglas County did not receive funding to create new shelter beds, so progress toward that specific goal will not be tracked.

Update frequency

OHCS receives local data from Local Planning Groups on the 20th of each month. Upon receipt, the Homeless Management Information System (HMIS) team and staff from the Research Division review the data to ensure accuracy. OHCS aims to update the dashboard as frequently as the data becomes available.  ​

Local regions own and manage their local data and may have more recent or real-time data on their websites. Therefore, the data displayed on the OHCS dashboard may not match the data displayed on local dashboards.

Because the data we receive from partners takes a month to obtain and publicly report, final reporting on this goal will be available in August 2025.

Homelessness prevention data

Homelessness Prevention data for the Oregon Eviction Diversion and Prevention Program (ORE-DAP) and Eviction Prevention Rapid Response (EPRR) Programs will be displayed in the EO 24-02 dashboard.

Included regions

The following regions’ progress is displayed on this dashboard:

  • Metro region Continuums of Care (Portland, Gresham/Multnomah, Hillsboro, Beaverton/Washington County, and Clackamas County continuums of care)
  • Central Oregon
  • Eugene, Springfield/Lane County
  • Medford, Ashland/Jackson County
  • Salem/Marion, Polk Counties
  • Linn County
  • Clatsop County
  • Malheur County

Clatsop, Linn, and Malheur Counties met the requirements to become Multi-Agency Coordination (MAC) Groups. The Balance of State dashboard displays their shelter and rehousing goals; however, their Oregon Rehousing Initiative goals are displayed in the EO 24-02 dashboard.

This dashboard only includes data from the regions named in EO 24-02. It does not include data from the Balance of State or culturally responsive organizations. Data from the Long-Term Rent Assistance program is also not included in this dashboard.

OHCS receives local data from Continuums of Care and Community Action Agencies on the 20th of each month. Upon receipt, the Homeless Management Information System (HMIS) team and staff from the Research Division review the statewide data to ensure accuracy. OHCS aims to update the dashboard as frequently as the statewide data becomes available.  ​

OHCS will receive final data from partners in July 2025. Because the data takes a month to obtain and publicly report, final reporting on this goal will be available in August 2025.

Rehousing data

The 24-02 dashboard provides data updates for two rehousing funding streams:

Oregon Rehousing Initiative (ORI)

The goals for this program must be met by June 30, 2025.

HB 5019-funded EO 24-02 (pipeline) households

These are households with a move-in date between Jan. 11, 2024- Jan. 10, 2025, using HB 5019 funding. The overall goal for the EO 24-02 dashboard reflects the Oregon Rehousing Initiative (ORI) established goal only - it is not a combination of pipeline households and ORI households.

However, pipeline households contribute to the overall goal, so if you are a region with pipeline households, you will see those households reflected under you current rehousing progress and households to date.

Eviction prevention data

The goal to prevent 11,856 households from becoming homeless is a statewide goal. To serve Oregonians as quickly as possible, the agency deployed the prevention funding through already-existing programs:

Oregon Eviction Diversion & Prevention Program (ORE-DAP)

Community Action Agencies administer this program and provide data to OHCS through our HMIS system.

Eviction Prevention Rapid Response (EPRR)
Public Partnerships LLC administers this program and does not use HMIS. While the number of households PPL serves is included on the landing page to track overall progress, this information is not included in the prevention-specific page.
