This structured approach helps increase the effectiveness of PIER-funded projects to support community recovery efforts and long-term resilience.
Action Plan
The
U.S. Department of Housing and Urban Development (HUD)-approved action plan allocates Community Development Block Grant Disaster Recovery (CDBG-DR) funds to address recovery needs from the 2020 Labor Day Disasters. The action plan outlines strategies for distributing assistance across affected counties, making sure recovery aligns with local priorities and federal guidelines.
Key areas of the plan include housing recovery, infrastructure improvements, economic revitalization, and mitigation efforts. The action plan also stresses the importance of community involvement in decision-making so that recovery efforts are effective and equitable.
Implementation
After projects are selected for CDBG-DR funding through PIER, the next steps include executing a grant agreement, completing an environmental review, and obtaining necessary permits and approvals.
Participating entities must carry out their projects according to the approved plans, following all rules, regulations, and reporting requirements. Oregon Housing and Community Services (OHCS) will monitor projects so they stay on track and meet their goals.
How to Apply
Regional selection committees determine the process for project selection recommendations in their respective areas.
Applicants must submit a detailed, completed project description form or letter of interest to OHCS for review and approval. This form or letter must include key details such as project objectives, scope, timeline, budget, and alignment with community recovery needs. Forms are available for planning, infrastructure, and economic revitalization projects.
All applicants must clearly outline how their proposed projects address critical infrastructure, economic revitalization, and planning needs stemming from the 2020 Labor Day Disasters or mitigate against future disasters.
