2024 Legislative Session

During the 2024 Legislative Session, Oregon Housing & Community Services (OHCS) received over $212 million to address housing and homelessness needs across the state. These funds build on the historic $1.14 billion allocated to the agency during the 2023 Session and will ensure that supports remain available throughout the biennium while also launching new and critical work.

In addition to key investments, OHCS also saw the passage of key policy bills that made needed adjustments to current programs to ensure the effective delivery of resources to Oregonians.

OHCS investments

$65 million to support existing shelter operations and housing-focused services.

$34 million in homelessness prevention resources with a 30% set-aside for culturally responsive organizations.

$7 million in additional homelessness prevention funds for the Urban League of Portland.

$5 million to support the Individual Development Account (IDA) Initiative.

$1 million to be administered by our partners at Seeding Justice to provide grants to community organizations to support tenant education and resources in cases of expiring affordability or manufactured home park sales.

$75.8 million to establish the Housing Project Revolving Loan program to facilitate the development of moderate-income housing.

$39 million to continue rehousing efforts in communities statewide as part of Oregon’s ongoing Emergency Homelessness Response effort.

$475,808 to ensure ongoing technical assistance for providers participating in Oregon’s Emergency Homelessness Response.

Shifts to how the $600 million in Article XI Q Bonds allocated to OHCS in the 2023 Session are divided across Local Innovation and Fast Track Housing Development (LIFT) Homeownership, LIFT Rental, and Permanent Supportive Housing (PSH) to better align with current projects and the industry’s anticipated production capacity.

OHCS policy priorities

Senate Bill 1529 allows OHCS to set the maximum reimbursement rate of the Housing Choice Landlord Guarantee Program via rulemaking.

Senate Bill 1501 expands the purpose of the Long-Term Rental Assistance Fund to allow funds deposited into the account to be used to provide rental assistance to people at risk of or experiencing homelessness.

Investments in the housing landscape

Beyond investments allocated to Oregon Housing & Community Services (OHCS), the Legislature allocated over $189 million for housing-related infrastructure, housing-related climate solutions, recovery housing, and more to other state agencies. While not an exhaustive list of actions across the housing landscape in the 2024 Session, additional investments and policy changes included:

Senate Bill 1537

Governor Tina Kotek’s 2024 Session priority bill, Senate Bill 1537 appropriated over $13 million to other state agencies beyond the $75 million allocated to OHCS. Those investments, when paired with the bill’s key policy changes, will increase housing production across the state to include:

  • Creation of the Housing Accountability and Production Office (HAPO) with $10 million allocated to the HAPO Fund
  • $3 million to create a Housing Infrastructure Support Fund that will provide grants to municipalities for capacity building and support for infrastructure planning
  • Other policy changes to reduce barriers in permitting processes, establishment of some of the strongest affordability standards for new construction in the country, and other critical reforms

Senate Bill 1530

Senate Bill 1530 also made investments beyond OHCS that will impact our partners and the housing landscape, including:

  • Over $88 million in housing-related infrastructure funding to local communities across the state
  • Project specific development funding to key partners, including:
    • $25 million to Albina Vision Trust
    • $1.25 million to the Center for African Immigrants and Refugees Organization (CAIRO)
    • $3 million to the Center for Intercultural Organizing (Unite Oregon)
  • $18 million for recovery housing
  • $15 million for the Healthy Homes Fund
  • $4 million for the Residential Heat Pump Program
  • $3.5 million for the distribution of air conditioners and air filters
  • $2 million for extreme weather shelters
  • $5.5 million for housing-related infrastructure in specific cities

Senate Bill 5701

Senate Bill 5701, also known as the End of Session Bill, included investments across the housing landscape and beyond.

House Bill 4134

House Bill 4134 included $7.14 million in funding through the Oregon Business Development Department (OBDD) to four local communities for infrastructure projects to support housing developments.
