Certified Community Behavioral Health Clinics Planning Grant

Overview

Congress passed the Protecting Access to Medicare Act (H.R. 4302) in March 2014. This legislation includes provisions of the Excellence in Mental Health Act — an eight-state demonstration program and the single largest investment in community behavioral health in more than 50 years. This legislation aims to improve quality and access to behavioral health services through the creation of federal criteria for Certified Community Behavioral Health Clinics (CCBHCs). 

Twenty-five million dollars in planning grants was available to states assist with planning grant activities focusing on the development of a CCBHC demonstration application. 

Oregon applied for, and was awarded a planning grant on October 19, 2015.

CCBHC Planning Grant Advisory Group

The CCBHC Planning Grant Advisory Group comprised diverse partners from across Oregon, representing providers, consumers, policy makers, health plans and professional associations . The group met from January to October 2016 to advise OHA on the implementation of the CCBHC demonstration program. The work of the CCBHCs and the Advisory Group was instrumental in Oregon being selected as one of eight states for the CCBHC demonstration program.
