Introduction to EMS Modernization

House Bill 4081 establishes the Emergency Medical Services (EMS) Program – an updated version of Oregon Health Authority’s existing EMS & Trauma Systems Program – to modernize Oregon’s provision of emergency medical care, in both prehospital and hospital settings.

The new core element of EMS Modernization is to regionalize accountable systems of emergency care with the goal of getting patients the right care by directing them to facilities that have most appropriate resources to address and treat their acute, time-sensitive needs, including transfers of the sickest patients to higher levels of care. This will be accomplished by developing and implementing state standards followed by regional plans and local protocols.

EMS Modernization will also improve regional and state data collection and analysis through adoption of new data systems and standards, as well as using existing data to predict and measure outcomes.

Boards and Committees

The Emergency Medical Services Program manages several Advisory Boards and Committees that support the administration of a comprehensive statewide emergency medical services system. Membership of each Board and Committee is designed to represent Oregon and the many diverse communities served throughout the state.
