​Oregon Health Authority (OHA), through Public Health Modernization, seeks to improve the diversity and inclusiveness among its various committees and boards with a new, more transparent application process. The objective is to enable members of the community to easily access the application process and participate on groups that may interest them. This creates committees and boards with participation that better represents the communities OHA serves. Volunteering your time to any one of the many committees or boards will help support the unique needs of your community, your region and will uphold and improve prehospital emergency care statewide.

State Trauma Advisory Board (STAB)
STAB Resources

  • Advises the Division in meeting the objectives established in administrative rule ORS 431A.065.
  • Advises on the adoption of rules, policies, and procedures regarding the trauma system.
  • Analyzes data related to prevention of injuries, monitoring of the trauma system and recommends improvements where indicated.

Area Trauma Advisory Board (ATAB)
ATAB Resources

  • Acts as liaison between the providers and general public in their area and the STAB and the Division for exchanging information about trauma system issues and developing an area-wide consensus.
  • Advises the STAB and the Division on the adoption of rules, policies and procedures regarding area trauma system plans.
  • Recommend to the Division an area trauma system plan which meets the standards and objectives of these rules.
  • Participates in the promotion and function of the implemented area trauma system plan by making recommendations to the Division and the area trauma care providers.

Emergency Medical Services for Children (EMSC)
EMSC Advisory Committee Information

  • Participates in the scheduled EMSC Advisory Committee meetings.
  • Shares expertise with the Emergency Medical Services and Tauma Systems Program regarding the adoption of rules, guidelines, and protocols for the statewide coordination of emergency medical services for injured and ill children.
  • Analyzes statewide data related to the provision of pediatric emergency medical services and the prevention of injury and illness and advocating for advancements.
  • Advises healthcare facilities, EMS agencies and healthcare providers on the provision of pediatric emergency medical care and pediatric education.
  • Supports morbidity and mortality prevention efforts and programs.
  • Promotes activities that ensure optimal delivery of care and pediatric education for providers.
  • Monitors the EMSC Program and the achievement of Health Resources and Services Administration (HRSA) performance measures.

Emergency Medical Services Committee
EMS Committee Resources

  • Advises the authority concerning the adoption, amendment and repeal of rules authorized by ORS chapter 682.
  • Assists communities in identifying emergency medical service system needs and quality improvement initiatives.
  • Assists the EMS and Trauma Systems Program in providing state and regional emergency medical services coordination and planning.
  • Assists in prioritizing, implementing and evaluating emergency medical service system quality improvement initiatives identified by communities.

Oregon Stroke Care Committee (SCC)
SCC Committee Information

The purpose of the Committee is to assist OHA with achieving continuous quality improvement in the quality of stroke care by:

  • Analyzing data related to the prevention and treatment of strokes
  • Identifying potential interventions to improve stroke care
  • Advising the OHA on meeting its objectives, including but not limited to the objectives of the emergency medical services and trauma system developed pursuant to ORS 431.607, that are related to stroke care

2025 Emergency Medical Services Boards and Committees

The Emergency Medical Services Program has Advisory Boards and Committees that support the administration of a comprehensive statewide emergency medical services system. Membership to each of the Boards and Committees is designed to represent Oregon, and the many diverse communities that are served.

This creates committees and boards with participation that better represents the communities OHA serves. Volunteering your time to any one of the many committees or boards will help support the unique needs of your community, your region and will uphold and improve emergency medical services. 

The electronic application captures the basic details that tells the Emergency Medical Services Program about you, your background, and why you want to participate on an appointed Board or Committee. You will need to include your resume or CV and letter of interest, as well as answer the supplemental questions. Only complete applications will be considered.

Interested persons may apply at any time, even if the position is currently filled. Your application will be considered when there is a position vacancy.

Candidate
Service is varied and based upon the Emergency Medical Services Program needs and goals, statute and rule language, and Board and Committee bylaws. All Board and Committee members are volunteers and have an average expectation of approximately 10-15 hours of work per quarter.

Time
Candidates are expected to actively engage and participate once they are confirmed and appointed, so it is important that you are clear on your time and availability. Traveling to in-person meetings will be an expectation for most Boards and Committees, and the Emergency Medical Services Program will provide travel cost reimbursement for meetings held at the Portland State Office Building. Finally, Board and Committee members may serve up to two 4-year terms. 

Training
Appointed Board and Committee members are required to complete an initial virtual training course and subsequent annual courses that are provided through the Oregon Health Authority. This ensures all Board and Committee members understand and operate within the guidelines of OHA volunteers. These trainings are available at the start of each year and are required to be completed by December 31. The trainings take approximately 45 to 120 minutes to complete.

Member Compensation (ORS 292.495)
Oregon law allows state Board and Committee members to receive statutory per diem compensation and reimbursement of certain expenses for each day or portion thereof which they spend time performing Board or Committee duties. House Bill 2992, which was passed during the 2021 Legislative session, is intended to reduce systemic barriers to participation in state Boards and Committees. Please refer to the FAQ document below to learn more about the implementation of HB 2992.

Time-Sensitive Medical Emergencies Advisory Committee (TSMEAC), Emergency Medical Services Advisory Committee (EMSAC), Behavioral Health Emergency Medical Services Advisory Committee (BHEMSAC), and the Cardiac, Stroke, Trauma, and Licensure and Discipline subcommittees: Application portal opens Feb. 17, 2025.

Long-Term Care and Senior Care Emergency Medical Services Advisory Committee: Application portal opens TBD 2026.

Emergency Medical Services Advisory Board (EMSAB)

The Emergency Medical Services Advisory Board (EMSAB) shall provide advice and recommendations to the Emergency Medical Services Program on the following:

  • A definition of “patient" for purposes of time-sensitive medical emergencies, pediatric medical emergencies and behavioral health medical emergencies.
  • Evidence-based practices and standards for emergency medical services care for defined patient types.
  • Emergency medical services workforce needs.
  • Coordination of care between health care specialties.
  • Other issues related to emergency medical services as determined by the Oregon Health Authority and the program.
  • The appointment of the regional emergency medical services advisory boards.
  • Approval of the regional emergency medical services plans.
  • The Emergency Medical Services Advisory Board, upon the advice of the Time-Sensitive Medical Emergencies Advisory Committee, the Emergency Medical Services Advisory Committee, the Pediatric Emergency Medical Services Advisory Committee and the Behavioral Health Emergency Medical Services Advisory Committee, shall determine the nationally recognized classification standards to recommend to the Oregon Health Authority to adopt as rules for categorization and designation of emergency medical services centers for the provision of trauma, stroke, cardiac, pediatric and behavioral health care and other identified time-sensitive emergencies.

Behavior Health Advisory Committee (BHAC)

The Behavioral Health Emergency Medical Services Advisory Committee shall provide advice and recommendations to the board regarding time-sensitive behavioral health medical emergencies, including the following objectives:

  • The integration of behavioral health emergency medical services into the Emergency Medical Services Program.
  • The regionalization and improvement of care for time-sensitive behavioral health medical emergencies.
  • The designation, using nationally recognized classifications where possible, of emergency medical services centers for the provision of care for time-sensitive behavioral health medical emergencies.

If no nationally recognized classifications exist, the committee shall undertake a public deliberation process to establish classifications and submit the established classifications to the board for approval. In establishing and approving classifications, the committee and the board shall prioritize patient care.

EMS Advisory Committee (EMSAC)

The Emergency Medical Services Advisory Committee shall provide advice and recommendations to the board regarding emergency medical services, for the care of time-sensitive medical emergencies, pediatric medical emergencies and behavioral health medical emergencies, including the following objectives:

  • The regionalization and improvement of emergency medical services, including the coordination and planning of emergency medical services efforts.
  • The designation, using nationally recognized classifications where possible, of emergency medical services centers for the provision of care for medical emergencies.

If no nationally recognized classifications exist, the committee shall undertake a public deliberation process to establish classifications and submit the established classifications to the board for approval. In establishing and approving classifications, the committee and the board shall prioritize patient care.

  • The adoption of rules related to emergency medical services.

The committee may:

  • Assist the Time-Sensitive Medical Emergencies Advisory Committee, the Pediatric Emergency Medical Services Advisory Committee and the Behavioral Health Emergency Medical Services Advisory Committee in coordination and planning efforts.
  • Provide other assistance to the board as the board requests.
The chairperson of the committee shall appoint an advisory subcommittee on the licensure and discipline of emergency medical services providers. The subcommittee shall advise the board on potential rules that the board may recommend to the authority for adoption.

EMS for Children Advisory Committee (EMSCAC)

The EMS for Children Advisory Committee shall provide advice and recommendations to the board regarding pediatric medical emergencies, including the following objectives:

  • The integration of pediatric emergency medical services into the Emergency Medical Services Program.
  • The regionalization and improvement of care for time-sensitive pediatric medical emergencies.
  • The designation, using nationally recognized classifications where possible, of emergency medical services centers for the provision of care for time-sensitive pediatric medical emergencies.

Time-Sensitive Emergency Advisory Committee (TSEAC)

The Time-Sensitive Medical Emergencies Advisory Committee shall provide advice and recommendations to the EMSAB regarding:

  • Systems of care related to time-sensitive medical emergencies, including at least cardiac, stroke, airway, sepsis and trauma emergencies. The committee shall also consider other time-sensitive emergencies including but not limited to sepsis, infectious diseases, pandemics, active seizures and severe respiratory emergencies.

The committee shall provide recommendations to the board on:

  • The regionalization and improvement of care for time-sensitive medical emergencies.
  • The designation, using nationally recognized classifications where possible, of emergency medical services centers for the provision of care for time-sensitive medical emergencies.

If no nationally recognized classifications exist, the committee shall undertake a public deliberation process to establish classifications and submit the established classifications to the board for approval. In establishing and approving classifications, the committee and the board shall prioritize patient care.

The committee shall:

  • Advise the board with respect to the board's duties related to care for cardiac, stroke, trauma and other identified time-sensitive emergencies.
  • Advise the board on potential rules that the board may recommend to the authority for adoption related to care for cardiac, stroke, trauma and other identified time-sensitive emergencies.
  • Analyze data related to care for cardiac, stroke, trauma and other identified time sensitive emergencies.
  • Recommend to the board improvements to the Emergency Medical Services Program regarding care for cardiac, stroke, trauma and other identified time-sensitive emergencies.
  • Identify inequities in the provision of care and provide recommendations to the board and program to resolve the identified inequities.

Regional Time-Sensitive Emergency Advisory Committee (RTSEAC) - START 2026

The authority and the Emergency Medical Services Advisory Board shall establish a regional emergency medical services advisory board for each designated emergency medical services region.

The regional emergency medical services advisory board is responsible for:

  • The development and maintenance of a regional emergency medical services system plan.
  • Central medical direction for all field care and transportation consistent with geographic and current communications capability.
  • Patient triage protocols for time-sensitive emergencies.

Long-Term Care and Senior Care Emergency Medical Services Advisory Committee - START 2027

The Long-Term Care and Senior Care Emergency Medical Services Advisory Committee shall provide advice and recommendations to the board regarding time-sensitive long term care and senior care medical emergencies on:

  • The integration of long term care and senior care emergency medical services into the Emergency Medical Services Program.
  • The regionalization and improvement of care for time-sensitive long term care and senior care medical emergencies.
  • The designation, using nationally recognized classifications where possible, of emergency medical services centers for the provision of care for time-sensitive long term care and senior care medical emergencies.

If no nationally recognized classifications exist, the committee shall undertake a public deliberation process to establish classifications and submit the established classifications to the board for approval. In establishing and approving classifications, the committee and the board shall prioritize patient care.
