Overview

The Addictions and Mental Health Planning and Advisory Council (AMHPAC):

  • Reviews the Combined Mental Health and Substance Abuse Prevention and Treatment Block Grant application and annual implementation reports;
  • Advocates for Oregonians with behavioral health disorders;
  • Monitors, reviews and evaluates the allocation and adequacy of publicly-funded behavioral health services in Oregon; and
  • Performs other advisory actions as might be assigned by the Oregon Health Authority (OHA) Director.

​To educate, advocate and advise OHA for optimal quality of life for all Oregonians through the promotion of mental and behavioral wellness.​

​The council integrates representatives of specific state agencies, service consumers and their family members, other advocates, and providers of services related to:

  • Behavioral health promotion;
  • Substance use and problem gambling prevention;
  • Substance use, mental illness, and problem gambling treatment; and
  • Recovery support.

  • Consumer veterans​;
  • ​Family members of child(ren) with a substance use disorder;
  • ​Youth in transition​;
  • ​Problem gambling treatment providers; and
  • ​Adults in recovery from a substance use disorder​.​
