Background
ODHS began developing a Tribal consultation policy with the Nine Federally Recognized Tribes of Oregon in 2022.
At the request of Tribal governmental leaders for a single, comprehensive policy for ODHS and the Oregon Health Authority (OHA), the agencies identified changes needed to incorporate ODHS into the existing OHA policy. The
OHA/ODHS Tribal Consultation and Urban Indian Health Program Confer Policy was adopted and ODHS began implementation on January 1, 2024.
Tribal consultation is a formal process agreed to by the Tribes, ODHS and OHA for regular and meaningful collaboration in the initiation of program development, program implementation and policy changes impacting Tribes. It upholds and honors Tribal sovereignty, strengthens agency government-to-government relations with Tribal governments and establishes minimum standard procedures.
